Prominence is how close to the start of the area that the keyword appears. 

The closer to the beginning of the page the more prominent.

When enclosed in a tag that emphasizes the phrase it is given a higher “weight” by the search engines.

Tags include <h1> to <h5>, <strong>, and <b> in decreasing importance. 

Try for one instance at the beginning of the area, once or twice in the main body and once as a text link, (anchor text), at the end.

The anchor link should point to an internal page with a high relevancy factor such as a detailed product/service page.

Try to keep your primary phrase at the beginning of the sentence. 
Instead of “We would be happy to provide you with a quote for doing SEO for your site.”, consider “For SEO quotes on your site please contact us using our contact form”

If you are targeting locally then use your area in the phrase first.
